National Offender Management Service.

The National Offender Management Service was created in 2004 with the aim of reducing re-offending and protecting the public.  NOMS includes a number of organisations, in particular the Prison and Probation services, and is putting a system in place to deliver end-to-end management of offenders.

Offender management means that offenders will be dealt with within a cohesive and coherent system.  At the same time, NOMS aims to ensure that victims feel that justice has been done.

With a budget of just under £4.3 billion, a workforce of around 70,000 people deals with 236,000 offenders at any one time, of whom around 77,000 are in custody and 159,000 in the community.

NOMS bridges the divide between custody and community and is assisted by developments in technology.  For example, a new comprehensive information management database, known as C-NOMIS, is being introduced which directly supports all stages of offender management.  Through C-NOMIS and increased communication throughout the Criminal Justice System, NOMS will help to deliver punishments and reparation and co-ordinate rehabilitative, health, educational, employment and housing opportunities for offenders to stop re-offending. more
