Over the past few years, the Probation Service in North Wales, North Wales Police and other agencies and organisations have co-operated to ensure that the risk posed to members of the public by more dangerous offenders are minimised.
Following the Sex Offenders Act 1997, and the setting up of the Public Protection Protocol (PPP) in 1999, the Multi-Agency Public Protection Arrangements (MAPPA) began operating in April 2001. MAPPA places a duty on the National Probation Service and the Police to assess and manage risks posed by offenders. The roles and responsibilities of each of the partner agencies in managing these dangerous individuals are laid out in these arrangements and define the way in which Multi-Agency Public Protection Panels (MAPPPs) work.
